The company

Elia is the operator of the Belgian high-voltage transmission grid (380 kV to 30 kV) and is responsible for developing and maintaining the grid, providing users with access to it and controlling energy flows. The Elia group is a team of 2,000 professionals who have the task of ensuring the continuity of electricity supplies in Belgium.

As owner and operator of electricity transmission networks in Belgium and Germany Elia has an important role and mission in supporting and implementing Europe's energy and climate policy.

Security Governance Manager

  • You will help the Head of Security to oversee and implement the company's security strategy.
  • You will be responsible for devising the security policy relating to Elia's critical infrastructure. More specifically, you will assume responsibility for coordinating with stakeholders, drawing up statutory security plans, facilitating inspections and crisis drills, holding roadshows for the security services involved, analysing specific legislation, and so on. 
  • You will closely monitor and ensure compliance with relevant security legislation (e.g. laws regarding the use of cameras, the GDPR, CI).
  • You will provide for the necessary screening conditions for internal and external staff. You will serve as security officer in this regard, maintaining close contact with the National Security Authority (NSA) and handling relations with the relevant intelligence services.
  • You will act as security expert in various internal working groups where security standards are set.
  • You will develop, present and oversee various security policies, procedures and instructions.
  • You will also act as security expert in internal and external working groups where security topics are discussed and standards set (e.g. FPS Economy, FANC, NSA, FEB, Synergrid). 
  • You will create, roll out and supervise specific security programmes (e.g. security awareness, security for contractors) in accordance with the security strategy. 


Your Profile

  • You hold a Master's degree (in a field relating to security) or have at least 5 years' relevant professional experience.
  • You can adopt a structural approach to security.
  • You can work on security projects independently and also take part in internal working groups at department level. 
  • Good cooperation with other departments is a top priority.
  • You are sufficiently fluent in Dutch, English and French to be able to chair meetings on security projects. Basic knowledge of German would be an advantage.
  • You possess sound analytical skills that allow you to distinguish between major and minor issues and set priorities.
  • You can provide both structured reports on day-to-day items and more high-level reporting.
  • You cope well with stress.
  • There are no obstacles to you obtaining security clearance.

In performing their duties, the employee has access to areas for which a prior security check will be carried out in accordance with the Screening law of December 11, 1998.
