Help shape the future of the Belgian energy grid!


As a Development Plan & Portfolio (DPP) Officer, you work within the Development Plans & LT Portfolio Management team, part of Elia’s Grid Development department. This team manages the long-term development portfolio and the various development and investment plans.

In this role, you coordinate the preparation of Elia’s regional investment plans and analyse the long-term development portfolio. You help lay the foundations for the future of the Belgian transmission grid and collaborate with various departments to enable ambitious investments toward a net-zero society.

The long-term development portfolio and the various development and investment plans are essential reference points for Elia’s planned grid development. As a DPP Officer, you are responsible for the follow-up and/or execution of multiple operational and project-based strategic initiatives.

 

Your main responsibilities:

  • Close follow-up of the development portfolio in collaboration with grid developers and infrastructure teams.
  • Management of internal and external reporting through qualitative data analysis and dashboards.
  • Active contribution to the development of new monitoring and reporting systems (tools, processes, databases, roles and responsibilities).
  • Timely and high-quality delivery of regional investment plans (Flemish, Walloon, Brussels Capital Region):
    • Coordination of the preparation of these plans with relevant colleagues, including governance and planning.
    • Guidance of internal approval processes via reporting and validation structures.
    • Ensuring coherence between the plans and alignment with the project portfolio.
    • Continuous improvement of investment plans through retrospective analyses and implementation of improvement actions.

Collaboration with other teams and departments is crucial: you work closely with grid developers, infrastructure teams and teams managing customer studies.

Your Profile

  • Master’s degree in business, economics or engineering.
  • At least two years of professional experience; experience in project management and portfolio analysis is a plus.
  • This is not a technical role, but we expect basic knowledge of Elia’s activities and the energy sector; technical expertise is not required, but understanding the scope and context of grid development projects is desirable.
  • You tackle projects with energy and a results-oriented mindset and possess strong analytical skills.
  • You are well-organised and extremely detail-oriented. In-depth portfolio analyses? You handle them with ease and ensure the accuracy of all data.
  • You continuously strive for excellence and improvement.
  • You enjoy the challenge of an impactful role involving collaboration with various internal and external stakeholders.
  • You work independently (in workload organisation and priority setting) and make decisions confidently, while correctly judging what needs to be escalated to management.
  • You communicate fluently, clearly and assertively, both in writing and verbally. You have a strong command of English and speak either French or Dutch fluently, with good knowledge of the other national language.
