Electricity Market Expert - Balancing Mechanisms
Function
Elia is a driver of a successful energy transition, helping to establish a reliable, sustainable and affordable energy system. By incorporating ever-increasing amounts of renewable energy into the grid, Elia is facilitating the decarbonisation of society. However, the massive integration of intermittent renewable production in the electricity system comes with an important challenge in terms of grid balancing. In order to keep balance the grid in a safe and affordable way, Elia needs to integrate and efficiently use all the flexibility, which is available in the system, including the decentralized flexibility connected to lower voltage levels (e.g. electrified industrial processes, batteries, electric vehicles, heat pumps, etc.).
Within the Market Energy Solutions department, the team “BRP and RT market” is responsible for designing some market mechanisms with a view to integrating this decentralized flexibility.
As Market Expert, you will follow-up the existing market mechanisms in Belgium and in neighboring countries, design new market mechanisms or improvements to existing market mechanisms, engage with stakeholders (e.g. regulators, authorities, other system operators, associations,…) and translate these market mechanisms in (regulated) contracts and rules. By doing so, you will participate to the development and implementation of Elia’s vision in terms of market design.
Besides, the team “BRP and RT market” is currently participating to a Proof of Concept aiming at testing the evolution from a Project Organization to a Product Organization within the department. During this transition period, you might take the lead on some market development Projects on the one hand, and, on the other hand, be integrated in a Product team as Market expert.
WHAT YOU WILL DO
Co-create the future of the energy markets
- Lead analyses on the existing market mechanisms to provide recommendation of evolutions;
- Co-create the vision for the market of the future, as well as the roadmap to make the change happen (taking into account all relevant regulatory/contractual/implementation aspects);
- Develop, test and propose concrete designs for the necessary market evolutions;
- Ensure the consistency of the proposed designs with the European, Federal and Regional regulations;
Manage stakeholders
- Structure and translate complex concepts into clear and accessible design documents, that facilitate interactions with (internal or external) stakeholders;
- Ensure design acceptance/understanding, through regular exchanges with regulators, other system operators, authorities, associations and other internal or external stakeholders;
- Voice Elia’s opinion in various (inter)national groups (e.g. Synergrid, ENTSO-E) and coordinate within Elia the actions that are initiated or followed by these groups (drafting of notes or Network Codes, etc.);
Make it happen
- Integrate the design into regulated documents and ensure their smooth approval;
- Facilitate the correct implementation of the design in the tools and processes.
Your Profile
- A good understanding of how the electricity system and the electricity market work;
- A sharp analytical mindset allowing you to conduct in-depth (economic and/or technical) analyses;
- Proven communication skills (both speaking and writing) in English and French and/or Dutch (as well as a good understanding of the other national language), allowing you to easily engage with internal and external stakeholders, to produce clear design notes, and to draft changes in regulated documents;
- A university degree in engineering or economics (Master or Doctorate)
- A previous professional experience in the energy sector and with the functioning of electricity markets;
- The ability to organize your work and take ownership of responsibilities;
- A strong willingness and ability to work as part of a team, in close collaboration and interaction with colleagues or external parties;
