Elia plays a pivotal role in driving the energy transition by enabling a reliable, sustainable, and affordable electricity system. As Belgium’s transmission system operator, Elia integrates increasing volumes of renewable energy into the grid, supporting the decarbonisation of society. Nonetheless this integration increases balancing challenges and requires mobilising all available flexibility—including decentralised sources like industrial electrification, batteries, EVs and heat pumps.
Within the Market Energy Solutions department, the Market Expert chapter designs and evolves market mechanisms to lower participation barriers and ensure efficient use of flexibility across the system. This role will be the chapter’s focal point for the adoption and implementation of the Network Code on Demand Response (NCDR)—turning new European requirements into practical design, processes and tools for the Belgian market.
WHAT YOU WILL DO
As the Electricity Market Expert – NCDR, you will lead Elia’s end to end preparation and implementation:
- Present NCDR requirements to Elia colleagues and, where relevant, to Belgian DSOs, ensuring a shared understanding of Elia’s obligations and responsibilities.
- Clarify interpretations of selected NCDR provisions with other TSOs, ENTSO E or competent authorities when needed; consolidate positions and feed them back into Elia’s design choices.
- Assess impacts and propose an implementation plan: coordinate with impacted Elia departments (and, where relevant, DSOs) to analyse process, contractual, data and IT/tooling impacts; deliver a high level, sequenced plan from gap analysis to go live.
- Translating complex market concepts into clear, accessible design documentation.
- Engaging with stakeholders (regulators, authorities, system operators, associations, market participants) to align on market design;
- Voicing Elia’s opinion in national and international forums (e.g. Synergrid, ENTSO-E), and coordinate internal actions related to these engagements;
- Integrating market concepts into regulated contracts and operational rules;
- Supporting the implementation of these mechanisms within Elia’s tools and processes.
- A critical part of your mission will be ensuring strong and constructive collaboration with DSOs. You will act as a key interface to align processes, data exchanges, and technical/market requirements, enabling consistent and efficient demand response activation across both transmission and distribution networks.
You will co create and implement Elia’s market design vision and roadmaps for demand response, while ensuring alignment with European, federal and regional regulations.
Your Profile
- Solid understanding of electricity systems and market dynamics, prior experience in flexibility/demand response integration
- Strong analytical skills for conducting economic and technical evaluations.
- Familiar with EU legislation developments—especially the NC DR—and the ability to translate regulatory text into practical market design.
- Excellent stakeholder‑management skills, with proven ability to build trust and alignment with DSOs and other key market players.
- Excellent communication skills in English and French and/or Dutch, with working knowledge of the other national language.
- Master’s or PhD in Engineering, law, Management or Economics.
- Prior experience in the energy sector and electricity markets.
- Proactivity and organization, with a strong sense of ownership.
- Comfortable navigating fast-paced environments and adapting to fast evolving (regulatory) circumstances.
