Function
Elia plays a leading role in the integration of electricity markets.
Within the Market, Grid & Offshore Concepts (MGO) department, the European System Concepts (ESC) team actively contributes to tackling the challenges of integrated European electricity markets in order to achieve carbon neutrality by 2050, ensure security of supply, and maintain affordable prices across Europe. These challenges include:
- Designing and implementing methodologies and processes to provide cross-border capacity to the European forward, day-ahead, intraday and balancing markets, as well as managing grid congestion efficiently.
- Ensuring that the European regulatory framework (Electricity Regulation, FCA, CACM, SOGL network codes) remains fit for purpose and continues to define the principles of the market design.
We are looking for a new colleague to strengthen the team as a European Electricity Markets Expert.
Your mission: to develop solutions that facilitate efficient market functioning, and to implement those solutions while considering the physical reality of the grid, the regulatory context, and the needs of Elia and its stakeholders.
You will work in a transversal and international environment and be part of the internal community of market and system operations experts. You will collaborate closely with these experts as well as with experts from other TSOs in international working groups within ENTSO-E and within the Core & Central Europe Capacity Calculation Regions (CCR).
Below is an overview of your responsibilities:
- Designing and implementing methodologies and processes will form the largest part of your responsibilities. You will play an active role in international working groups with other TSOs and take the lead when necessary.
- Stakeholder management: you will defend Elia’s interests and needs in international working groups and communicate regularly with the CREG and market parties. You will prepare Elia's analyses and proposals, present them, and consult with the relevant stakeholders.
- Interpreting relevant regulations and developing concepts that comply with them while remaining technically feasible.
- Preparing analyses, simulations and reporting to monitor the impact of methodologies on available cross-border capacity (e.g. market impact, limiting factors in the grid/congestion) and proposing improvements.
- Actively participating in the local implementation of processes and tools: ensuring coherence with the roadmap/processes/tools developed in the international working groups, validating business requirements and technical designs, testing solutions and reporting to management.
- Anticipating the challenges related to the future development of the European market design by participating in European working groups and analysing existing and future European regulations (network codes). You will define Elia’s vision for the future market design and build consensus within the TSO community (ENTSO-E).
- Analysing the proposals put forward by policymakers to adapt the regulatory framework, comparing them to Elia’s vision and coordinating positions with the CREG and Belgian authorities.
- Taking an active, coordinating and cross-functional role on various topics related to markets, regulation and strategy, particularly regarding capacity calculation and congestion management.
- Becoming an expert and reference within Elia (and in Europe) in flow-based capacity calculation, the zonal market model and/or forward markets. Using this expertise, you will provide internal support for offshore dossiers, interconnector integration, grid development, etc. Meanwhile, you will remain informed about the topics followed by your colleagues to ensure continuity, coherence and backup when needed.
Your Profile
- You hold a university degree (master or PhD) in a technical or economic field.
- You have at least one relevant work experience in which you gained knowledge of grid management and/or regulation and functioning of the electricity market.
- You can perform in-depth (economic and/or technical) analyses, both conceptually and quantitatively using data and simulations.
- You have a strong interest in technical, legislative and economic topics.
- Experience in a product operating model environment is considered a plus.
- You work in an organized, responsible and autonomous manner, but are also a team player who enjoys collaborating and interacting with larger groups.
- You are diplomatic, solution-oriented, pragmatic and able to reach compromises.
- You can develop and maintain a network of contacts with key stakeholders, both within Elia and externally.
- You are highly communicative, both in writing and orally. You convey technical topics clearly and effectively to other experts, managers and stakeholders. Thanks to your assertiveness, you are able to represent Elia’s interests in large international working groups.
- You speak and write fluent English and either Dutch or French.
- You are willing to travel abroad (EU) on average once a month for two days
