The Elia Group encompasses two major transmission system operators (TSOs) in two European regions: Elia Transmission in Belgium and 50Hertz Transmission, one of the four German TSOs in northeast Germany.

As digitalization accelerates and business relies increasingly on IT solutions, it is now more important than ever to structure and professionalize the full lifecycle of IT systems and processes. Enforcing governance, standard ways of working, and robust lifecycle management is critical to ensure IT delivers value consistently, transparently, and securely across the organization.
The Head of IT Management Office will be responsible for leading the department that governs IT processes and operations across both applications and IT infrastructure. The role ensures that processes and lifecycles are standardized and compliant, that vendor performance and procurement operations are effectively managed, and that risks and dependencies are anticipated and addressed. By bringing financial transparency, workforce planning, and transversal project coordination together under one umbrella, the function guarantees that IT contributes maximum value to Elia Transmission Belgium, supporting both day-to-day operations and the long-term digital transformation journey.
Function Description
As Head of the IT Management Office, you will lead the department that structures, monitors, and improves IT processes, performance, resources, and financials across applications, infrastructure, and technology services. You will work closely with colleagues across IT and the business to promote alignment, clarity, and continuous improvement. Your leadership approach is inclusive, supportive, and focused on enabling teams to succeed.
Key Responsibilities
- Provide clear direction to the IT Management Office team, setting vision and strategy, and foster an environment where colleagues can collaborate, contribute, learn, and develop.
- Ensure consistent and effective IT lifecycle processes across all domains, supporting teams in applying governance practices.
- Maintain and evolve process documentation and standards, promoting simplification and continuous improvement.
- Consolidate operational performance information (KPIs, SLAs, incidents, releases) and present insights that support decision‑making.
- Coordinate vendor and contract governance with a focus on partnership, quality, transparency, and risk awareness.
- Ensure clear and timely financial reporting on IT costs and support budget preparation and investment analyses.
- Maintain an integrated view of resource planning across IT and support capability development and balanced sourcing choices, including adjusting the strategy for insourcing vs. Outsourcing.
- Together with HR, support the creation of standard competence framework and career track; and monitor or coordinate the upskilling of the IT teams in Elia Transmission Belgium.
- Ensure transparent financial reporting by aligning with Group Controlling, providing insight into IT consumption and costs across all domains, and supporting transfer‑pricing processes.
- Monitor and track OPEX/CAPEX, allocations, and cost drivers, ensuring traceability of IT spend and contributing to the development of chargeback or transfer‑price models.
- Manage the integrated IT project portfolio, ensuring clear prioritization, transparent progress and risk visibility, and alignment with business and Group strategy; coordinate budget preparation, financial tracking, investment cases, and cost‑benefit monitoring.
- Lead transversal IT programmes across domains (infrastructure, applications, data, security), ensuring structured project follow‑up, milestone tracking, risk management, and consistent methodologies.
- Encourage a culture of knowledge sharing, operational excellence, and continuous learning.
Your Profile
- Master’s degree in IT, Business Administration, Engineering, or relevant equivalent experience.
- At least 5 years of experience in IT governance, operations, service delivery, or transformation in a complex environment.
- Experience with project portfolio management, financial steering, and vendor management.
- Strong skills in financial control (OPEX/CAPEX), cost transparency, and investment case preparation.
- Experience with frameworks such as ITIL/COBIT, Agile/SAFe, and hybrid delivery models.
- Experience in workforce and resource planning, with capacity to balance insourcing/outsourcing and manage critical competences
- Ability to support and guide teams, encourage collaboration, and foster an inclusive working environment.
- Strong communication and analytical skills, with the ability to support decision‑making at different levels of the organization.
- Fluent in English with good knowledge of Dutch and/or French.
