Function

 

The Quality, Centre of Excellence and Reporting (QCoER) service within Elia Asset monitors the development, implementation, quality and alignment of the processes/working methods and associated competencies required within Asset & System Data (A&SD), in collaboration with the other services within and outside Assets.

 

As Manager, you manage and organise the QCoER team within “Assets & System Data”. You plan and monitor the activities of the team. The ultimate goal is that the operational and planning departments (both in the short and long term) can count on an excellent data quality to support their needs and analyses.

 

As Head of QCoER, you are involved in the data management that ensures that Elia can realise its ambitions to become a digital TSO.

 

 

Your tasks in this position:

 

•    You develop a “Data Quality Framework” to prepare data managed within A&SD for use on the basis of the needs of customers and data suppliers/providers.

 

•    You develop standards, needs and specifications for quality controls as part of the data life cycle.

 

•    You define and implement processes to measure, monitor and report on the levels of data quality in the form of a KPI.

 

•    You identify and advocate for opportunities to improve the data quality on the basis of process and system improvements and this in consultation with internal and external stakeholders.

 

•    You organise the department (division of tasks and structure) and plan the necessary evolutions to ensure its efficient and reliable operation.

 

•    You ensure the high quality of the electric model in the Netcalc applications (EMS & PF) and the Asset data sources (InfraRef, TranGIS, etc.) in order to satisfy the needs of the users of this data. You are responsible for and oversee the synchronism between the different worlds.

 

•    Together with the other operational managers of A&SD, you develop guidelines with respect to information & knowledge management within A&SD. You coordinate improvements to these guidelines.

 

•    You develop and maintain the data competence catalogue of A&SD in close collaboration with Learning & Development and the other managers within A&SD with the aim of drawing up development plans for A&SD persons with regard to Data Management Competencies (DMC) at individual and organisational level (depending on the respective role).

 

•    You deploy modern digital technologies/tools and drive change in order to make possible the digital quality transformation within A&SD.

 

•    You create impact by implementing improvements with clear benefits for stakeholders and their needs.

 

•    You lead or participate in transversal projects that may have an impact on data quality in order to allow Elia Group to benefit from the expertise developed within A&SD.

 

•    You manage a team of 7 employees.

 

•    You determine the objectives of your team depending on the strategic objectives.

 

•    You coach, develop and evaluate your team members
 

 

Your Profile

 

•    You have a university degree in a technical field (preferably energy, electricity or electromechanics).

 

•    You have an affinity with data in general or specifically with the management of data quality. Knowledge of IT systems and data analytics is a plus.

 

•    It is a plus if you have several years of experience in operational and personnel management. 

 

•    You are proactive in looking for opportunities for improvement.

 

•    You are customer-oriented and have a thorough knowledge of change management.

 

•    You can give your employees direction.

 

•    You are bilingual in French/Dutch and speak fluent English to ensure the collaboration with international contacts.

 

•    You work easily with people from different fields (Business, IT, NetOp, NCC, GD) and with diverse profiles thanks to strong interpersonal skills (active listening, empathy, influence).

 

•    You can convey complex ideas in a simple and empathetic manner.
