Scope of the project:
The Princess Elisabeth Energy Island Project aims at developing and building a new grid infrastructure, i.e., offshore transmission infrastructure and cables, in the Belgian part of the North Sea, following the designation by Belgium’s Government in the Marine Spatial Plan 2020-2026 of new zones for production and transmission of renewable energy (“Princess Elisabeth windfarm area”). The targeted capacity to connect is a maximum of 3.5 GW.
The project purpose is to create an energy hub – in the form of an artificial island – not only to provide an efficient, reliable means of connecting new Belgian offshore power to the mainland, but also to make optimal use of the power production areas in other parts of the North Sea by accommodating a connection point for (hybrid) interconnectors. The Belgian energy island will therefore contribute to the development of a meshed network at sea that will adequately distribute the offshore production among the different consumption centres according to their needs.
The Princess Elisabeth Island project consists of the following elements (Packages):
a. artificial energy island to house offshore HVAC transmission infrastructure within the Princess Elisabeth windfarm area
b. Offshore 66 kV and 220 kV AC substations and transformers (located on the island)
c. Six 220kV AC cable systems to connect the artificial energy island to shore
The Princess Elisabeth Island is being constructed and will be delivered in 2027.
General Info with respect to the assignment:
The organization of the Princess Elisabeth Energy Island Team has been divided into three main packages, i.e.:
• Island Works (incl. construction of the island, dredging, rock works, reclamation, etc.)
• Civil Works
• Third-Party Engineering
After completion of the Island Works, the Civil Works package is responsible for the management and coordination of the civil works on the island which includes detailed design and construction of all foundations for modules and transformers, cable culverts on the island, local drainage system, local earthing grids, etc. This includes follow-up of the conceptual design which is currently ongoing with the Island Contractor and coordination of a European tender to contract a suitable contractor to perform the scope with planned offshore works starting in 2027 and completion in 2028.
Elia is currently looking to strengthen this team with a Lead Civil Works
Service expectations:
The Lead Civil Works:
• Reports to the Island Package Manager;
• Will liaise with the different internal packages and will proactively follow up interfaces;
• Will setup a strategy for a European tender to contract a suitable Contractor;
• Will coordinate the European tender and will cooperate with required internal stakeholders (legal, procurement, engineers, etc) and lead the negotiations;
• Will lead the civil works team, which is a lean team comprising engineers and experts providing follow-up to the design of the civil works in cooperation with a dedicated Owner’s Engineer;
• Will manage this CW contract;
• Will be the point of contact for the Civil Works Contractor;
• Shall encourage the project team to behave as real safety leaders.
Your Profile
- You have at least 10 years of relevant working experience
- Experience in civil works – construction sector is a must and experience with concrete design or construction is a plus
- Experience in the offshore sector is a plus
- Education: Engineer
- Experience in offshore environments or difficult accessible construction sites
- Experience with technical tenders
- Commercial and contractual skills
- Working structured, independent and precise
- You are a smooth, proactive communicator and a resourceful accountable team player
- Offshore certificates is not mandatory but a plus
- You can speak and write English fluently, complemented by a good knowledge of one of the national languages (Dutch or French)
