Function

Offshore electricity generation and interconnectors form an integral part of the energy strategy on both Belgian and European level. Elia plays an active role in meeting the future challenges on offshore wind ambitions and to achieve carbon neutrality for the EU by 2050. This includes designing and implementing underlying offshore market mechanisms for Belgium and Europe, as well as addressing regulatory and system integration issues for the European offshore electricity grid of the future.

 

The Offshore and Interconnector Concepts Team is placed at the cross-road of diverse expertise within Elia Group, such as economics, finance, regulation, market and technical aspects. We are looking for a project manager to reinforce us in achieving this crucial and strategic objective with their unique experience.

 

The Offshore & Interconnector Concepts Team:

  • Anticipates the challenges of large-scale offshore electricity grid development and wind energy integration by developing necessary market concepts at Belgian & European levels.
  • Takes the role of market expert for the development of new DC interconnectors.
  • Manages project follow-ups and stakeholder engagements related to the future framework conditions for offshore infrastructure development, including cost and benefit sharing for offshore grids as well as the related challenges on the funding and the financing.
  • Defines and clarifies market design and concepts for the second wave of offshore wind development in Belgium, specifically for the Princess Elisabeth Zone.
  • Proactively participates in and leads regional and European cooperations with other Transmission System Operators on offshore market and regulatory developments.
  • Assumes an active, coordinating, and transversal role in various market, regulatory, economic/financial, and strategic themes for the development of offshore electricity grids in Europe for which alignment within Elia Group (Elia Transmission Belgium and 50 Hz) as well as with other European TSOs and stakeholders is required.
  • In addition to offshore activities, the team is also involved in identifying and anticipating needs and developments in the EU and UK (post-Brexit) electricity markets.
  • Concrete recent deliverables where the team was a key contributor to are:
    • The white paper on “Financing interconnectors across the North Sea”
    • The Offshore TSO Cooperation’s 4th expert paper on “Balancing costs, benefits and risks for cross-border offshore grids in the North seas” 

Offshore Electricity Market Project Manager

As an Offshore Electricity Market Project Manager, you are responsible for designing new electricity market mechanisms for offshore developments in collaboration with Belgian and international stakeholders. Active engagement with these stakeholders is a crucial part of your role. You must stay informed about electricity market conditions, monitor offshore market evolutions, and be involved in regulatory and economic aspects. You develop sustainable solutions and anticipate future challenges in the energy market, particularly the large-scale integration of offshore renewable energy sources.

 

Your tasks include:

  • Actively participating in the development and analysis of future onshore and offshore network connections for the integration of the offshore wind production, where you are responsible for market coupling, system integration, and regulatory topics.
  • Participating in regional or European working groups related to offshore and defend Elia's interests and needs.
  • Ensuring proposed solutions comply with regulations and are accepted by various stakeholders for which you will have to engage on technical as well as non-technical level.
  • Engage both internally within Elia Group, as well as externally with other European TSOs to discuss and develop solutions for the offshore challenges with the objective to influence and advance political or regulatory tracks. Hereby a close assessment of the transversal impact on Elia Group is a crucial element to take into account.
  • Closely following and anticipating market developments at both Belgian and European levels. Your conceptual skills will help you visualize the future onshore and offshore grid and find solutions to these new challenges.
  • Defending Elia's interests and needs in a regional and European context, working closely with internal and external stakeholders (European Commission, ACER, ENTSO-E, power exchanges, CREG, market players, etc.). Your communication skills will enable you to effectively discuss and present proposed solutions to external parties.

Your Profile

  • You hold a university degree (Master’s or PhD) in a technical or economic discipline.
  • You have at least 5 years of experience in the energy sector, specifically in roles that gave you solid insights into how the EU electricity market operates, who the main stakeholders are, and what challenges shape the sector. Experience with regulatory/policy topics or financing of large (utility) projects is a significant advantage.
  • You are a true team player with a solution‑oriented and pragmatic mindset.
  • You have a broad interest in technical, legislative, and economic topics related to the energy landscape.
  • You build and maintain strong relationships with key stakeholders, both within Elia and externally, and you are comfortable navigating diverse stakeholder environments.
  • You work independently and responsibly, are well‑organized, and can manage several assignments simultaneously without losing oversight.
  • You communicate clearly and effectively, both in writing and verbally, and you can bridge communication between internal and external stakeholders with varying levels of technical expertise—translating complex topics into accessible insights.
  • You are fluent in English and either Dutch or French, and you are willing to further develop your skills in the other national language if needed.
  • You are willing to travel abroad approximately once every two months, with 1–2 overnight stays.
