Function Description
The Customers, Markets and System (CMS) department supports the path towards a carbon-neutral society by embracing the role of policy advisor and customer partner, and by designing the ‘system of the future’ in which the consumer is central. At the same time, CMS guarantees the safe operation of the electricity grid by optimizing the use of assets, improving our system understanding, developing methods and tools to address stability challenges, automating complex tasks, and using production and flexibility tools to implement a new market design and a strong price signal.This decarbonization process brings several challenges:
- TSOs must ensure that the onshore and offshore system is designed and developed in a way that enables the timely integration of renewable energy sources and storage, while simultaneously guaranteeing the safe operation of the system.
- A paradigm shift is needed: from a supplier-focused market design, where flexibility is provided by suppliers, towards a consumer-oriented, enhanced market design that unlocks flexibility. Therefore, a customer-centric mindset is essential: we need to be closer than ever to our customers in order to identify their deepest needs, shape the energy transition together with them, anticipate the impact of their electrification on the grid, and connect them more quickly.
- Affordability and cost efficiency need to be ensured and anchored in our core activities, so that we can maximize well-being, control costs, and at the same time guarantee availability, safe system operation, and timely network development.
As a Portfolio Manager, you will join the local strategy implementation and transformation team (SITO) for Elia Transmission Belgium. This transversal department forms the bridge between local execution (serving the different departments: CMS/Infrastructure/Assets—together with Business Architects, Business Analysts, Program and Project Managers, the PMO team, and a Performance Manager) and alignment at Elia Group level.
Responsibilities
The organization of decision-making processes (defining strategic objectives), the creation of the roadmap, and the arbitration (setting priorities, linking to the impact of change) of transformation projects within the CMS division:
- Defining and following up on the strategic objectives in consultation with Senior Managers/Director and translating them into a roadmap.
- Responsible for categorizing and prioritizing all projects in the portfolio, as well as receiving, qualifying, and submitting project requests for arbitration.
- Overseeing the processes and tools to gather all necessary information to support the arbitration process. Supporting/facilitating the budget, business plan, and resource allocation processes and ensuring proper reporting within the organization (including towards the Group).
- Ensuring consistency to provide an up-to-date status of the transformation and to support the decision-making process. Making sure that Elia Group’s central portfolio management tool (Sciforma) is kept up-to-date.
- Monitoring, supporting, and challenging the programs on an autonomous basis and sharing responsibility for estimates and reference data (baselines) for programs (costs, scope, timing).
- Continuously improving the management of the transformation portfolio to increase impact and set the right priorities.
- Contributing to further aligning group-level and local processes.
Monitoring the delivery of transformation initiatives within the CMS division:
- In close cooperation with all program/project managers, maintaining an overview of key deliverables and timing in terms of planning and control, general risk and issue management, resource management, scope and change management, quality management, and status reporting, and identifying (potential) obstacles and issues. Following up on milestones, planning, and resources, and challenging program managers.
- Developing all necessary status reports (monitoring of milestones, budget monitoring, allocation of critical resources, etc.). Consolidating, critically reviewing, and ensuring the consistency of reports from program managers.
- Assessing the progress of the portfolio against the approved baselines and highlighting deviations and critical processes.
- Coordinating communication between program managers.
- Managing interdependencies between programs to improve execution.
- Monitoring the realization of the portfolio and preparing reports for the CMS team.
- Managing transformation risks: identifying and assessing risks, and proposing actions to mitigate those risks.
Your Profile
You hold a Master's degree (in engineering, business engineering, economics, or computer science) and have a strong interest in managing transformation at the corporate level.- You are able to formulate extremely clear and understandable messages for the Executive Committee.
- You can translate complex topics and a diverse project portfolio into clear recommendations for executive-level decision makers.
- You possess strong management consulting skills, including the ability to prepare high-level presentations for executive audiences.
- You demonstrate resilience and have advanced soft skills that enable you to influence others and handle difficult conversations in a professional manner.
- You have at least 5 years of relevant experience in program or portfolio management, and experience in developing roadmaps and business planning processes.
- You are well organized, proactive, and detail-oriented.
- You combine conceptual and analytical skills to help define a strategic vision and possess concrete capabilities to monitor the implementation of this vision through the project portfolio in close collaboration with the business.
- You are a team player, easily build relationships, have experience in transversal people management, and can persuade others (both verbally and in writing).
- You are able to reflect with colleagues on content and continuously improve your own ways of working.
- You can organize decision-making processes and report efficiently to an executive committee.
- You have an analytical mindset and are an excellent communicator with strong presentation skills (e.g., for senior management meetings or executive committees).
- You are assertive and empathetic.
- You take initiative and can work independently.
- Flexibility is a must, as is coping with strict deadlines.
- Knowledge of ABR/QBR/OKR is an asset.
- You are fluent in English, Dutch, and/or French, and you have a good understanding of all these languages, enabling you to collaborate internationally.
