The company

Elia is the operator of the Belgian high-voltage transmission grid (380 kV to 30 kV) and is responsible for developing and maintaining the grid, providing users with access to it and controlling energy flows. The Elia group is a team of 2,000 professionals who have the task of ensuring the continuity of electricity supplies in Belgium.

Function

 

The Programme Management Officer, in his/her capacity as the Programme Manager's professional 'right-hand man' , challenges, supports and monitors the programme. The PMO is jointly responsible for reference data (baselines) for the programme (costs, scope, timing) and contributes to an anticipatory, proactive view. 

 

  • You will provide daily support for Programme Management activities by maintaining an overview at all times of all tasks in terms of planning and control, risk and issue management, resource management, scope and change management, quality management, benefits management, status reporting, project financing and logistics, and by identifying (potential) obstacles and problems.
  • You will be the link between the various functions within the programme team and you will monitor and promote the integrity of the programme.
  • You will be in close contact with the members of the programme team and keep a good view of the programme and project status.
  • You will assist and guide the programme team in establishing and maintaining an open communication culture, in which programme members regularly question their assumptions and views.
  • You will create an anticipatory, proactive, risk-aware approach in the programme team.
  • You will draw up and maintain a risk register and an action plan to limit the risks and you will check the proper execution of the actions defined within the risk mitigation plan.
  • You will map out the connections within the programme (between projects) and you will check, analyse and visualise them. You will do the same with external interfaces (between different suppliers, other departments, etc.).
  • Together with the other members of the P²MO core team, you will help define and implement the overall current and future P²MO strategy, objectives and priorities, taking into account the requirements of the various stakeholders.
  • You will define, deploy and maintain schedule/risk/quality/document management principles together with the Centre of Excellence with a view to adopting a controlled, reliable and efficient methodology for managing infrastructure programmes.

Your Profile

 

  • You have a master's degree in a technical field (or equivalent experience) or in the financial field with a strong interest for working in a technical context.
  • You preferably have a PMI/PMP certificate or equivalent experience (at least 2/3 years of project/programme management).
  • You are familiar with risk and budget management. 
  • You have strong organisational skills and are stress-resistant.  
  • You are able to build a relationship of trust and communicate effectively.
  • You can focus on details without losing sight of the big picture and you can deliver flawless work.
  • You speak fluent Dutch, French and English. 
  • You can develop long-term relationships by communicating efficiently.
  • You promote teamwork and are able to make decisions and solve problems.
  • You learn quickly and have a proactive and positive attitude.
