Ventilus - Towards a strong, future-oriented and reliable electricity grid
 

To help Europe and Belgium achieve their energy transition ambitions, Elia is planning to expand its high-voltage grid in West Flanders via the Ventilus project, which is currently in the authorisation phase. The project is vital because it will facilitate regional electrification and also the integration of the new Belgian wind farms in the Princess Elisabeth wind farm zone.

 

Ventilus is actually a large infrastructure programme that consists of a number of projects:

 

  • A number of AC stations at 380 kV, 220 kV and 150 kV, in both AIS and GIS technology, power transformers, phase shifting transformers and shunt reactors;
  • A number of synchronous compensators to improve system stability;
  • The landing and connection of the Princess Elisabeth Island: 6 x 220 kV cable circuits of 10 km;
  • 1 x 380 kV connection between Bruges and Avelgem with a transmission capacity of 6 GW
    • 25 km of new overhead high voltage line and 37 km of HTLS reinforcement (High Temperature Low Sag);
    • 4 x 380 kV cable circuits of 10 km.
  • 4 x 380 kV transition substations to connect high-voltage line to underground cable;
  • A number of 150 kV AC connections in West Flanders.
     

JOB DESCRIPTION:
 

The Programme Manager is responsible for one or more programmes. He/she ensures that the portfolio of strategic infrastructure projects (= the programme) is drawn up, managed, coordinated and monitored and communicated administratively. This starts in the conceptual phases and progresses via planning, engineering, obtaining permits and public acceptance, purchasing and construction through to initial operation.
 

  • You will work with the following internal departments to determine the strategy and follow-up required: Customers, Markets & System (CMS), Procurement, Community Relations and External Relations;
  • You will determine the portfolio’s budgets, schedules and personnel requirements in collaboration with the PMO;
  • You will work with the programme’s CRO to develop the authorisation strategy and coordinate the activities necessary to obtain the permits required;
  • You will report to the IP Manager about the structure and management of the programme and, as soon as needs have been validated, about the definition and progress of the various projects;
  • You will play a leading role in the putting together and guidance of an effective programme team. You will also expand your knowledge by sharing experiences and lessons learned within the programme;
  • You will be the face of and first point of contact for the programme;
  • You will have overall responsibility for delivery of the programme on budget and on schedule, in accordance with the relevant safety, environmental and quality standards.

Your Profile

 

  • You have at least eight years experience in the management of an infrastructure or technical project;
  • You have a Master's in industrial or civil engineering;
  • You are a Dutch speaker and express yourself well in English and French too;
  • You have project-management experience (PMI/PMP-certified or equivalent experience);
  • You are a strong people manager, in both hierarchical and project contexts;
  • You have experience with planning, resource management, financial management and risk management;
  • You are a good communicator and skilled at stakeholder management (involving internal and external stakeholders).

  • Interest subsidies: after you have been with Elia for 5 years, Elia Engineering will be able to offer you a subsidy to reduce the interest charges on your mortgage loan. This will only be possible if the mortgage loan was taken out when you were already an Elia employee.  
  • Elia shares: Elia will give you the opportunity to subscribe to shares with a discount of 16.66% on the average share price.
