The company

Elia is the operator of the Belgian high-voltage transmission grid (380 kV to 30 kV) and is responsible for developing and maintaining the grid, providing users with access to it and controlling energy flows. The Elia group is a team of 2,000 professionals who have the task of ensuring the continuity of electricity supplies in Belgium.

As owner and operator of electricity transmission networks in Belgium and Germany Elia has an important role and mission in supporting and implementing Europe's energy and climate policy.

As Project Communication Officer, you contribute to the positive image of Elia by developing long-term relationships with stakeholders linked to the various infrastructure projects and maintenance of the electricity transmission grid by means of a communication and participation strategy. Within the framework of the strategy of the company and the Group, you contribute to obtaining the necessary permits to carry out the grid infrastructure projects in the investment portfolio within the allocated period and proposed budget.
To do so, you enter into prior dialogue with the external stakeholders in order to take into account their comments and expectations. This proactive approach makes it possible to inform them better and to anticipate the risks that would stand in the way of the realisation of the predefined objectives.



  • You are responsible for defining and implementing the strategy that is decided specifically for each project; you do so in accordance with a more general strategy and a predetermined global methodology. 
  • You are responsible for developing and drawing up the communication plan, the structure and the communication tools in order to anticipate or respond to the stakeholders’ concerns and questions.
  • You follow the publications in the press and on social media for the projects as well as for the subjects that can have an impact on the business activity.
  • To prepare the teams for the public information sessions, you organise communication training if necessary.
  • For certain projects, you are the spokesperson and contact person for the local press.
  • You provide the communication of certain transversal dossiers (outside the scope of the projects).
  • As an expert in project communication, you participate actively in internal and external meetings.
  • You show the necessary creativity in order to develop innovative communication and participation tools.


Stakeholder management

  • You help to identify and classify the stakeholders involved (authorities, opposition groups, associations, etc.).
  • You draw up an action plan based on a risk analysis.
  • You organise and attend meetings with the stakeholders.
  • You organise (logistics aspects) the information sessions and other events with the stakeholders and you steer them in the right direction.
  • You build a sustainable cooperation and network with the stakeholders.
  • You are the contact person for local residents when they have questions about the project.

You work together with external communication agencies so that they can provide the necessary support for certain tasks.

You are in constant contact with the spokespersons of the company’s external communication in order to keep the messages and communication actions consistent.

You report directly back to the Project Communication Manager.

Your Profile

  • You have a Master’s degree in communication, political science or economics, or equivalent experience.
  • You have already gained experience in the communication sector, preferably with an infrastructure company or in the energy sector.
  • Experience with civic participation methods is a plus.
  • You have experience with the use of social media.
  • You have experience with stakeholder management.
  • You have a good knowledge and a good understanding of local politics and how the latter works.
  • You have a feel for spatial planning and energy.
  • You have a basic technical knowledge and sufficient knowledge in this area.
  • You have experience in organising events such as information sessions.
  • You are Dutch-speaking and have an excellent practical knowledge of French and English, both verbally and written.
