Elia is the operator of the Belgian high-voltage transmission grid (380 kV to 30 kV) and is responsible for developing and maintaining the grid, providing users with access to it and controlling energy flows. Function

 

The Safety Contractors Department guides contractors by gathering the necessary information (documentation, training, etc.), by checking their competence management (tests, certifications, etc.) and by following up on and coordinating audits, incidents and action plans in order to contribute to the development and evolution of the safety culture of our contractors, both in terms of the conduct of their employees and in terms of their organisation.


In close cooperation with the operational services, Safety and Purchasing, they develop and implement standards which the contractors must satisfy. 
Guiding the contractors in the application of the currently prevailing safety principles and ensuring that they are effectively implemented so that the contractors meet Elia’s safety requirements and share our values in order to strengthen the safety culture surrounding our activities.

 

  • Translating the strategic plan into concrete projects and procedures and their implementation in cooperation with Safety Governance 
  • Defining strategy and the action/project plans for our contractors in order to make a contribution to the implementation of the Safety Culture Ladder in the daily modus operandi
  • Monitoring the contractors in collaboration with the Purchasing department:
    • Executing contractor pre-qualification and making recommendations to Purchasing
    • Requesting accident figures from the contractors and analysing patterns
    • Holding contract negotiations
    • Monitoring and discussing financial sanctions in the event of breaches of contractual agreements and monitoring of action plans
  • Determining the approach to training and informing the contractors:
    • Analysing and translating the training needs in an offer and programme in collaboration with Elia Academy and internal purchasers
    • Determining the offer in real life and online
    • Organising the team according to training needs and following up and monitoring its quality
    • Organising the follow-up of the application of the subject matter learned by the contractors
    • Drawing up and following up correct and up-to-date documentation and determining the right communication channels
  • Organising an optimal planning for carrying out safety audits in order to check whether instructions are being complied with and to check the competences of our contractors:
    • Developing the competencies and supervising the team in the execution of their tasks and cooperation with the contractors 
    • Directing the team to ensure that coordination and planning are as efficient as possible. 
    • Developing and setting up optimal planning depending on the team and depending on the ongoing projects with contractors on the site
    • Developing and setting up a barometer to monitor contractors’ competences and where necessary improve them
  • Monitoring the risks and the quality of analyses and following up on contractor incidents:
    • Evaluating the quality of the accident analyses
    • Checking the action plans and following up on their implementation
    • Networking and maintaining good relationships with contractor management
    • Giving feed-back of findings and observations with other colleagues of the Safety & Health team in order to contribute to the sharing of knowledge and the reduction of risks and accidents

Your Profile

 

  • You are civil or industrial engineer, prevention advisor level 1 and safety coordinator level A 
  • You have a relevant professional experience of 10 years
  • You are an excellent bridge builder and you have sufficient persuasive power in order to improve the safety level of our infrastructure projects
  • You are fluent in English, Dutch and French; knowledge of German is a plus
