Context & Mission
Elia plays a strategic role in driving the energy transition in Belgium, facing rapid decarbonization, decentralization, internationalization, and digitalization. These shifts demand fast adaptation and a transformation in our ways of working.
At Elia, “Tier 1 Initiatives” are the top strategic, large-scale and transversal transformation initiatives, selected and closely followed by the Executive Committee for their critical impact on achieving Elia’s Strategic objectives.
Tier 1 programs are defined by their critical strategic impact:
- Financial; Major, often irreversible investments (> 100M€) (e.g., Incompressibility, IPA, GoCCU).
- Reputational: Direct and material influence on market perception and share price (e.g., GU Flex, GoCCU).
- People: Large-scale mobilization across the organization (> 100 colleagues) (e.g., PACE, Tarif File).
- Operational: System-critical initiatives where failure could lead to severe disruption, up to a national blackout (e.g., D3SO).
Function
As an Elia Tier 1 Senior Program Manager, you are accountable for the end-to-end delivery of strategic transformation programs, with a direct and measurable impact on company performance.
You operate at enterprise level, interfacing with:
- Executive Committee members
- Senior business and team leaders
- External partners and stakeholders
You lead multidisciplinary program teams, including project managers, domain experts, and change managers.
You report directly to the Head of SITO, member of the Executive Committee
Core Responsibilities
Specifically, this function encompasses the following tasks:
- Define and own program vision, scope, and strategic objectives in alignment with corporate strategy
- Translate strategic objectives into a multi-year transformation roadmap with clear milestones, deliverables, and value targets
- Lead and orchestrate initiatives across multiple business function & departments
- Ensure end-to-end accountability for delivery (scope, timing, quality, benefits realization)
- Establish and lead program governance (SteerCos, executive reviews, escalation mechanisms)
- Influence and align senior stakeholders (Executive Committee, Senior Managers, external partners)
- Manage program level risks, dependencies, and trade-offs, ensuring proactive mitigation actions
- Drive performance management through KPIs/OKRs, ensuring measurable business impact
- Own overall change management approach (communication strategy, stakeholder engagement, organizational readiness)
- Act as escalation point for major issues and provide strategic recommendations
- Lead and develop multidisciplinary and cross-functional teams, fostering collaboration, ownership, and high performance
- Build a strong team culture based on trust, accountability, and continuous improvement
- Promote and role-model leadership behaviors aligned with Elia’s values, including collaboration, ownership, and impact orientation
Your Profile
- 10–15+ years of experience leading large scale, enterprise level transformation programs in complex and regulated environments
- Proven ability to operate at Executive Committee level, influencing and shaping strategic decisions with high business impact
- Strong stakeholder management and negotiation capabilities, with demonstrated ability to challenge, align, and secure buy in from senior leaders and ExCo members
- Demonstrated leadership in high complexity environments (cross functional, multi stream, high uncertainty, significant dependencies)
- Solid people management and coaching capabilities, including development of Program Managers and leadership of large multidisciplinary teams
- Strong financial and value driven mindset, including ownership of business cases, investment trade-offs, and benefits realization
- Combines high assertiveness with strong emotional intelligence, enabling effective navigation of sensitive and high stakes situations
- Highly resilient under pressure, maintaining performance and sound judgment in demanding, fast paced, and high visibility contexts
- Strong executive influencing skills, including the ability to challenge senior stakeholders constructively and drive alignment on critical decisions
- Proven ability to facilitate high stakes executive discussions (e.g., SteerCos, ExCo sessions), structure debates, and converge towards clear decisions and consensus
- Strong decision making and prioritization capabilities in ambiguous, fast evolving environments with significant strategic trade-offs
- Master’s degree or equivalent experience
