Function

In the context of digitalization of substations, the next step within Elia Group’s roadmap incorporates development of a fully digitized IEC 61850 based PACS and engineering process to address technical constraints posed by asset management, optimize network operation and maintenance, from HV equipment until the control center. This implies implementation of digital interface of HV equipment, monitoring devices and sensors, capacity to perform maintenance remotely, optimization in functional integration and also an extended use of information technology and communication network architecture that provides speed, synchronisation, selectivity, redundancy, PTP distribution and virtualisation. As a Digital Substation Expert you will leverage the benefits of IEC 61850-based PACS technoclogy with respect to the strategic and sustainable business needs of the Elia Group. 

This function comprises the following tasks:

 

  •     Develop functional specification on Digital Substation based on the needs expressed in the Asset Fleet Strategies and by taking into account the grid evolution and sustainability
  •     Drafting technology notes around Digital Substation to support conceptual decision and challenge the manufacturers regarding the technical choices proposed
  •     Actively follow the Digital Substations developments by using and extending your network with suppliers, universities and other stakeholders
  •     Actively contribute and exchange information through expert groups and initiatives regarding Digital Substations (inter TSO, working groups, …)
  •     Contribute to Elia’s Digital Substation pilot project through all phases (e.g. design, construction, testing, commissioning, etc.) in close collaboration with the concerned departments of Elia and with the manufacturers to validate the solution
  •     Challenge the tools, engineering process that will be used in Digital Substation implementation
  •     Seek out design opportunities to bring additional benefits by increasing efficiency, decrease cost, exploring new commercial options or other benefits (Value Engineering)
  •     In close collaboration with the manufacturers, setup a training plan, in order to develop the competences and the knowledge of Elia colleagues around Digital Substation
  •     Take part in the Factory Acceptance Test (FAT), Site Acceptance Test (SAT) of Digital Substation projects with Elia colleagues, and provide expert and engineering support
  •     At each step of the process, organize experience feedback meetings with all parties in order to identify the lessons learned and their implications 

Your Profile

•    You have a Bachelor or Master level in Electrical Engineering
•    You are fluent in English and in one of the Belgian national languages (French or Flemish)
•    You have a very good knowledge of the IEC61850 ed 2 norm. Concrete experience with process bus application, SAMUs, LPITs, Telecommunication (e.g. TCP/IP), Time Synchronization is a strong asset
•    Demonstrated experience with different vendors and different PACS schemes
•    Experience in supporting and developing device logics, relay configuration files, data/information sheets within a multi-vendor digital substation solution is an asset
•    Experience within large industrial, power generation and utility settings with interconnected, networked equipment is an asset
•    Hands-on experience with Digital Substation design and construction support, testing and commissioning within a greenfield & brownfield setting is an asset
•    You have strong communication skills: you are able to write clear and well-structured reports, and you are able to adapt your message to any kind of attendee. You are able to explain complex technical concepts to non-specialists
•    You are pragmatic and results-driven, but you are also able develop more conceptual ideas and long-term visions. 
•    You have strong analytical competences and able to take initiatives
•    You are autonomous, but you can also collaborate with other colleagues
•    Knowledge / experience with other technical lines (substation primary equipment, linear assets) is an asset
