Function

 

In your position as a Permits Engineering Expert in the Grid Projects Department, you will prepare and steer the plan file (which is a crucial part of the permit file) to facilitate the prompt submission of high-quality permit applications.

There are two Permits Engineering Experts in the Permits Engineering team. Both monitor projects in Flanders and Wallonia and work together closely to make sure they use the same approach and share knowledge.

One expert focuses primarily on Flanders and is responsible for monitoring, interpreting and implementing Flemish regulations and permit requirements in the Engineering & Design organisation.

The other expert focuses primarily on Wallonia and is responsible for monitoring, interpreting and implementing Walloon regulations and permit requirements in the Engineering & Design organisation.

Both experts act as each other's back-ups and work together to ensure the continuity of service provision, knowledge building and support across the regional borders.

 

Concise summary of the assignment as Permits Engineering Expert:

  • Helping translate permit policy into the plan file and the ambitions for infrastructure projects in the different regions (e.g. less rework, timely submission and completeness declaration of files, robustness of justifications);
  • Monitoring evolutions in regional legislation, permit procedures and government guidelines in your focus region and translating them (in consultation with Grid Relations) into concrete standards, guidelines, processes and working methods in the Engineering & Design organisation. Liaising regularly with the other Permits Engineering Expert to ensure that a consistent approach is used in both regions;
  • Monitoring and reporting on the application of permit policy;
  • Validating the plan file (which is part of the permit file), in order to submit the permit to the competent authorities (GO-NO GO validation);
  • Acting as the point of contact for plan files;
  • Providing solutions and targeted support to designers, project engineers and project leaders in specific files;
  • Organising experience exchange and feedback in order to optimise permit policy. Developing improvement proposals and making sure they are implemented;
  • Ensuring the availability of sufficient (technical) expertise in the broad permitting area to identify consequences of legislation on design;
  • Training and coaching internal colleagues in the correct construction and compilation of a permit plan file;
  • Representing the company's interests at government and professional-association meetings and manage queries linked to technical drawings.

Your Profile

 

  • You are familiar with spatial planning regulations and, specifically for Flanders, environmental permits;
  • You have basic technical knowledge or, at the very least, the technical interest necessary to understand projects;
  • You have an analytical mind and good assessment skills;
  • You are assertive and able to objectively summarise the divergent views of several experts;
  • You show initiative and are able to work independently;
  • You are persuasive and know how to communicate a message in an instructive way (verbally and in writing);
  • You have a perfect command of Dutch (for the position with a focus on Flanders) or French (for the position with a focus on Wallonia). You also have a good knowledge of the other language and are able to communicate professionally and work with others in both languages;
  • You have a Master's degree or equivalent experience.

  • Elia shares: Elia will give you the opportunity to subscribe to shares with a discount of 16.66% on the average share price.
