Introduction
As a Quality & Technical Integration Expert, you will create and maintain the asynchronous technical framework that enables infrastructure projects to be carried out in the most qualitative, standardised and efficient manner possible. The term “asynchronous technical framework” refers to all technical documents and plans, also known as standards, which are made available to projects as a starting point and must be applied as far as possible.
When defining these standards, you will seek optimal technical solutions that, from a technical and economic standpoint, meet the needs of Elia, its customers and the market, and are in line with the development and maintenance of the electricity grid. You will take into account all relevant Elia strategies in terms of finance, the environment, safety, concepts, etc., as well as the available resources.
You will work closely with the technical expertise and maintenance departments, and integrate safety considerations into all your thinking. You will join a team of Technical Experts specialising in Substations Electrical Works, where you will focus on the high-voltage section.
Function
More specifically, this role involves the following tasks and responsibilities related to your area of expertise (Substations Electrical Works – HV part):
- You deal with complex technical issues and operational feedback relating to your area of expertise and anchor solutions in existing or new standards.
- You will draft engineering guidelines: these documents will describe the instructions to be followed during the design phase and any missing intermediate steps in order to apply the standards created for greenfield situations (new installations) to brownfield situations (existing installations).
- You will draft technical specifications for companies, including both general specifications and templates for specific specifications. In particular, you will manage feedback on these specifications and act as the main point of contact for the various stakeholders involved in the realisation of projects (contractors/entrepreneurs, project managers, project engineers, site managers, maintenance representatives, etc.). Based on input from these various parties, you work to continuously improve these specifications.
- You will collaborate with Purchasing on contractor qualification. This concerns the procedure that must be followed in order to undertake work for Elia as a contractor. As part of this procedure, the candidate contractor’s technical capabilities are assessed, among other factors. In addition to the companies’ technical qualification, you are also responsible for the technical certification of qualified contractors’ quality managers. These individuals' knowledge of technical specifications is assessed by means of a test.
- You will develop processes, templates and methods related to technical activities (e.g. study report template, development and monitoring of quality control processes for studies and execution, etc.).
- You will share the experience you have gained with your colleagues and project collaborators by offering them support with their questions and providing technical training.
- You are responsible for communicating developments in technical standards in your area of expertise at a regular basis.
In consultation with the technical expertise departments, you will also be responsible for:
- Ensuring the management of technical standards and the corresponding tools required for the successful execution of projects.
- Ensuring that the organisation has the most advanced engineering tools for its infrastructure projects.
Your Profile
- You have a Master's degree (in Civil Engineering or Industrial Engineering) with a technical specialisation and an affinity with technical quality;
- You are bilingual in Dutch and French and have a good basic knowledge of English;
- You have good planning and organisation skills;
- You are team-focused, customer-oriented and able to work well with other services and departments;
- You are motivated to work on ongoing improvements;
- You have good communication and coaching skills;
- You have the ability to lead a team.
