Function

The energy transition is at full speed and requires all actors in the value chain to adapt swiftly and efficiently to unlock the potential of flexibility that is required to keep the power system reliable, effective and affordable. With the current amount of renewable energy sources in the system and the capacity to come, it is of paramount importance to make the system flexible from an energy perspective and from a grid perspective. This task requires the Transmission System Operator to continuously monitor, adapt, influence and implement new legal and regulatory requirements and to implement new market mechanisms to further shape the energy markets and to ensure a reliable decarbonized power system supporting social and economic developments.

 

About the Role 

As Expert Flexibility, you will play a key role in contributing to Elia’s strategy regarding the grid and energy flexibility and translating it into concrete actions such as product evolution, regulation changes, etc.

 

Your Key Responsibilities

Shape and ensure the evolution of the balancing rules, practices and products for a smooth interaction with Grid solutions. As energy expert you will be in charge to identify the challenges linked to the increasing needs of balancing while at the same time, the grid congestion and flexibility might reduce the means. Based on this diagnostic and in collaboration with the balancing and congestion experts, you will be in charge to define and initiate the evolution or the creation of the products and/or the rules to ensure a smooth co-existence of balancing and congestion.

 

Content & Market Expertise

  • Thanks to your wide market expertise, ability to interact with experts on balancing markets, congestion management, flexible connections and TSO-DSO interactions, you achieve the desired outcome: balancing products and/or regulation evolution.
  • Contribute to legislative processes by structuring and formalizing Elia’s input on key topics related to the co-existence of Balancing and Congestion.
  • Identify risks and provide proactive recommendations to management.

 

Stakeholder Engagement & Coordination

  • Serve as the single point of contact for market departments regarding business and regulatory content related to the evolution of balancing in a context of more congested grid.
  • Bring content in the interactions with regulators (CREG, regional regulators), European bodies (ENTSO-E, EC), industry associations, and market participants.
  • Align internal stakeholders and experts to develop a coherent business and regulatory position.

Your Profile

We are looking for a seasoned profile with relevant experience of 7 to 10 years

 

Technical & Market Knowledge

  • Strong understanding of balancing markets in Belgium and in Europe.
  • Extensive knowledge of European and Belgian electricity markets, regulation, and flexibility mechanisms.
  • Strong understanding of grid flexibility, and congestion management or strong willingness to learn.
  • Experience in working with regulatory frameworks at EU, federal, and regional levels.

  

Communication & Leadership

  • Robust communication skills to formalize and articulate business and regulatory positions and to get them implemented
  • Ability to coordinate and align cross-functional teams within Elia.
  • Ability to work in a structured and proactive manner, identifying risks and providing clear recommendations to leadership.
  • Fluency in English and Dutch or French; you have at least a basic understanding of the other one.
