Function

 

Elia Group plays a central role in the European energy transition and relies on a robust, coherent, and future‑proof technology landscape to support its mission. Operating in a complex, multi‑country environment, the group continues to strengthen alignment, efficiency, and long‑term value creation across its IT organisation.

 

The Head of the Federated CIO Office leads and strengthens the CIO Office to support the Global IT organization in delivering clear business value. The role acts as a central connector across IT teams, ensuring alignment, transparency, and effective collaboration. It enables IT to operate as one team with a shared direction and consistent ways of working, while supporting and accelerating activities across the organization without direct operational ownership.

 

In addition, you will play a key role in building and shaping the CIO Office team, setting up the right structure, capabilities, and ways of working to ensure it can effectively support the organization. This includes both disciplinary and technical leadership of the team, fostering high performance and continuous development.

 

Your responsibilities include, among others:

  • Ensuring a clear and effective IT governance framework and aligning IT strategy with business priorities
  • Connecting IT and business roadmaps and monitoring performance, risks, and delivery through transparent reporting
  • Clarifying responsibilities across IT entities and improving collaboration by simplifying interfaces and removing overlaps
  • Continuously improving the IT operating model to support efficiency and future needs
  • Driving execution of the IT delivery plan and key strategic initiatives, including change management
  • Contributing to strategic planning and mid-term financial direction
  • Providing transparency on IT spending, workforce, and value delivered
  • Maintaining a connected, business-aligned IT roadmap with clear prioritization
  • Aligning expectations with key partners and ensuring effective service level management
  • Overseeing transversal programs and ensuring coordinated delivery across teams

 

 

Your Profile

 

  • Master’s degree (or equivalent experience) in IT, engineering, business, or a related field
  • Minimum 10 years of relevant experience in IT leadership, governance, or strategy roles in complex/federated environments
  • Proven experience shaping and improving IT operating models, governance structures, or organizational design
  • Experience building teams and setting up new structures, including defining roles, capabilities, and ways of working
  • Experience in both disciplinary and technical leadership of teams, with a focus on development and performance
  • Experience managing complex environments and cross-team initiatives
  • Understanding of financial management, budgeting, and performance tracking
  • Strong communication and stakeholder management skills, with the ability to influence without formal authority
  • Strategic, pragmatic, and results-oriented mindset, able to navigate complexity and drive clarity
  • Collaborative and change-oriented, promoting alignment, transparency, and teamwork
  • Fluent in English. Knowledge of Dutch, French and/or German is a plus.

  • Work model: Combination of on-site and homeworking
  • Travel: Regular travel to Germany
