Elia is the operator of the Belgian high-voltage transmission grid (380 kV to 30 kV) and is responsible for developing and maintaining the grid, providing users with access to it and controlling energy flows. The WORKS procurement team is responsible for the procurement strategy and for sourcing contracting projects as well as dealing with supplier management and active contract management in the relevant activities for both Elia BE and, since January 2021, 50Hertz DE. The team's work primarily encompasses electrical works and civil engineering projects in high-voltage substations, work on high-voltage lines and the laying of underground cables.



With a view to rising to the ever greater challenges we will face both now and in the future, we are looking for a Buyer/Contract Manager able to add value to Elia BE's dynamic, open and highly motivated Lines and Cables Team. 

As Buyer, you will: 

  • manage, completely independently, procurement projects from the call for tenders to the awarding of the contract (e.g. issuing invitations to tender, selecting tenders, negotiating with tenderers), consequently taking on a key responsibility in the choice of contractor and the agreed contract conditions;
  • demonstrate your added value on a tactical and strategic level by devising and implementing a structured (and innovative) project procurement strategy in line with the existing procurement policy;  
  • apply a thorough understanding of the needs of internal customers, the prevailing market dynamics and the challenges and opportunities posed, with an eye for innovation and, of course, technical content;
  • contribute to product strategy and market analysis;
  • aid supplier management and help maintain positive long-term relations with important contractors, focusing on risks, threats and opportunities and supporting contractors in making improvements where necessary;
  • get involved in the phase prior to the call for tenders for major projects; 
  • lead a number of multifunctional teams (MFTs) or working groups in your area of activity with a view to having an impact and co-creating the future. 

In this role, you will also serve as Contract Manager.

  • With regard to major investment projects, you will be responsible for the (pro)active monitoring of SLAs, costs, conflicts and top-quality performance once the contract has been awarded and, where necessary, for taking corrective actions. More specifically, you will help the technical project leader ensure the success of all aspects of construction projects, guarantee that contracts with external partners are respected as intended when the contract in question was signed, and work with the project leader to manage change requests and claims.
  • We expect you to maintain a certain (efficient) presence in the field and participate in important project (follow-up) meetings.
  • You will strive to acquire thorough technical expertise.
  • You will aim for good cooperation with all stakeholders involved but will serve as Buyer where necessary. You will identify general potential problems or areas for improvement and pass these on to your colleagues.

Your Profile

You hold a Master's degree, preferably in a technical-commercial field.
You preferably have at least five years' relevant experience in procurement/contract management.
You are fluent in Dutch and French and also have sufficient grasp of English.

  • You are willing to travel to sites of ongoing projects around the country.
  • You can work independently but set great store by teamwork.
  • You communicate with others in an efficient, assertive and diplomatic manner.
  • You have an analytical mind and are result-oriented.
  • You are inquisitive and have a special interest in technical matters. You can suggest improvements and are willing to question certain things.
  • You have experience with commercial contracts and their implementation.
  • You are an assertive and experienced negotiator and understand the importance of aspects that can influence success.
  • You can seek out innovative and out-of-the-box solutions if these can help overcome challenges.
  • You are a proficient user of MS Office. Experience with MS Project and SAP would be an asset.
