Function

 

The Asset Regulation Department closely monitors legislative and regulatory issues that may have a direct impact for Elia on the management of assets, the associated data and the execution of works on public and private property. Poli-cies at both the federal and regional levels apply here. This monitoring makes it possible to proactively identify future developments and obligations while representing Elia's interests. For this purpose the department maintains a network of external contacts from the various authorities and consultation committees.

 

Within its domains, Asset Regulation determines the strategic focal points with a view to maximizing impact and provid-ng added value for Elia at cross-disciplinary level. In doing so, it is in close contact with the various departments in-volved. It plays a leading role in this in terms of alignment with internal operational activities and business processes, but also acts as an internal point of contact and conduit.

 

As Asset Regulation Analyst you work closely with the responsible manager. You will help monitor the evolutions in various files and actively contribute to the governance and use of all external data platforms within the domain. These are your main tasks and responsibilities:

 

  • Functional manager for the KLIM-CICC platform:
    • Configuring new memberships in the portal.
    • Analysing new needs, describing business requirements, supporting testing, reviewing and approving documents for deployment and communication to members.
    • Assisting desk support regarding business questions.
    • Being the business point of contact for the platform administrator and other stakeholders.
    • Managing, following up, escalating, and supporting communication and lessons learned on incidents.
    • Providing ad hoc support to the internal working groups.
    • Governance and reporting.
    • Supporting the follow-up and implementation of projects (e.g. IMKL) in collaboration with various stakeholders.
  • Access management of Elia for various external platforms (e.g. KLIP, GIPOD, Environment and Spatial Plan-ning Desk, ... in Flanders, Osiris in Brussels and Powalco in Wallonia).
  • Process management and ensuring the availability of the required data from the Elia grid in the various tools for collaboration with third parties and security objectives.
  • Managing requests for sharing GIS data of our high-voltage grid with third parties.
  • Drafting the declaration in the context of the GRB levy.
  • Governance of the various platforms for public domain works: analysis and reporting of the use of the tools and compliance with applicable legislation within Elia.
  • Providing ad hoc support to external working groups.

Your Profile

 

  • You have a master's degree (civil engineering, commercial engineering, law, economic sciences, manage-ment).
  • You have a general knowledge of the organization of the energy market.
  • You have an interest in regulation, IT and data platforms and the utility sector.
  • You have excellent analytical skills and you are a pragmatic problem solver.
  • You are punctual and you are interested in developing expertise in this area. 
  • You have good organisational skills and you are proactive.
  • You are a convincing communicator.
  • You are bilingual (NL-FR) and have excellent knowledge of English.
