Function
Define Processes
Within the framework of the prevailing Elia regulations, draft, monitor, and continuously improve the processes, procedures, and IT tools used in the current operational mode to establish a uniform working method within the IT department and increase the success rate of IT projects through the use of IT best practices.
- Define and/or validate IT department processes (e.g., service procurement, internal procedures, budgets, inter-service collaboration, etc.) and provide IT services with applications supporting these processes.
- Define and maintain the IT project methodology (e.g., deliverables, templates).
- Evolve with Cloud Technologies
- Organize and support the transition of development teams to a working mode aligned with the new Product Operating Model (agile/devops, POM roles & responsibilities, review team scopes with businesses, etc.).
Portfolio Management
- Within the scope of allocated means (budget and resources) and the defined IT sourcing strategy, analyze, structure, and manage an IT project portfolio to create a balanced, prioritized, and feasible IT project portfolio that meets the business needs in the short, medium, and long term.
- Discuss project initiatives with business sponsors and owners.
- Challenge the business regarding portfolio composition and the annual review of Business plans (risks, timing, architecture, budgets, ROI, etc.).
- Integrate selected initiatives into a portfolio and validate the common thread.
- Manage the portfolio over time (priority changes, etc.).
- Modernize the application portfolio towards cloud technologies and flexible, decomposed applications.
- Align with Group IT and BU stakeholders on the strategy and targeted architecture.
- Prioritize, budget, plan, and oversee the migration journey of the concerned application portfolio.
- Establish status reporting for Senior Management and the Digital Committee-Team at the portfolio level.
- Identify and promote possible IT synergies at the Group level (e.g., use of common IT solutions at 50Hz and ETB).
- Responsible for the annual IT maintenance budget (licenses, corrective, evolutionary) for the application portfolio.
Project Management (build and run)
- Within the framework of the prevailing Elia regulations, monitor, redirect, and report on individual IT projects to clearly formulate the objectives of each project, ensure its correct execution, and keep management informed of progress (budget, schedule, quality, resources).
- Support individual IT project managers in delivering and maintaining IT technical solutions (contribute to familiarization with business topics, participate in business challenges, etc.).
- Identify problems and risks with a potential impact on project success; adjust as necessary.
- Validate key deliverables of major projects.
- Manage operational alerts in case of escalation (communication to stakeholders, management reporting, team support, etc.).
- Define and monitor the necessary KPIs to ensure an acceptable level of operational SLA for the overall application portfolio, particularly for applications considered "critical" (e.g., contribute to the design and organization of 24x7 application support for critical applications, etc.).
Your Profile
- University degree in computer science or applied economics, commercial engineer, civil engineer with an additional option in computer science.
- Trilingual (NL/FR/EN). Knowledge of German is a plus.
- Desired experience: project or portfolio management (five to ten years) in an IT organization. Experience in transitioning to a matrix operating mode (chapters, products).
- Skills: sense of responsibility, efficiency, customer orientation, teamwork, planning and organization, coaching & leadership, professionalism, change management.
- Program and project management methodologies (e.g., Lean, Agile, Devops).
- Technical skills (custom development via .NET, integration of Cloud solutions, application architecture for the Cloud, decomposition into (micro)services, etc.).
