Planning Engineer

Reference ID:  9752

Function

The constantly changing energy landscape (integration of renewable energies and decentralised production, emergence of new market players, closure of centralised production units, etc.) and implementation of highly ambitious investment plans (MOG2, Ventilus and Boucle du Hainaut, Nautilus, TritonLink, etc.) are all driving forces that motivate the National Control Centre (NCC) Planning Engineers.

The Planning Engineers are part of the operational planning team. This team is responsible for the operational coordination of Elia Group’s 380/220 kV grid planning (monitoring infrastructure projects and outage planning from year-1 to week-1). In addition, the Planning Engineer makes major contributions to projects, while also acting as a process specialist (outage planning, adequacy, LT Capacity calculations, etc.). This hybrid role, combining operational expertise (50%) and projects & process support/lead (50%), will not only enable you to develop general management of challenging projects but also build up solid in-depth expertise in the grid and operational processes within national and regional dispatching.

Specifically, your role will involve the following tasks:

  • Preparing, analyzing, assessing, planning, monitoring and adapting the unavailability of elements of the grid from year-1 to week-1.
  • Providing active coordination and communication during the planning process with the many external (neighboring TSOs, Outage planning agents) or internal stakeholders (regional planners, Infra Program Managers and Project Leaders (PM & PL), Grid Development (GD) experts, etc.).
  • Being the NCC's point of reference for the multi-annual long-term evolution of an electrical zone on the 380/220 kV grid. In practice, the Planning Engineer (PE) will be the NCC Single Point of Contact (SPOC) for monitoring the long-term vision for their preferred zone with colleagues from GD, as well as Program Managers and Project Leaders in Infrastructure.
  • Identifying, assessing and managing risks relating to the safety of the grid and the generating fleet (shortages, incompressibility), taking into account the latest information available.
  • Establishing and maintaining the operational excellence of processes for which you are responsible as process specialist. More specifically, this involves maintaining and developing the tools and procedures, and implementing and monitoring the quality and performance (KPIs) of the operational processes for which you are responsible.
  • Opportunity to play an active part in international working groups (CORE, ENTSO-E, etc.) as a member and/or leader.
  • Ensuring the implementation (alignment, planning, implementation and training) of complex, high value-added change management projects in order to achieve project objectives (e.g., CORE / ENTSO-E projects, GU4flex, Princess Elizabeth Island, etc.). You will, naturally, be involved in local and international projects impacting your specialist area.
  • Playing an active role in change management (coaching, etc.) due to changes in the business and the company.

Your Profile

  • You hold a degree in civil or industrial engineering.
  • You are bilingual (NL-ENG or FR-ENG) and are willing to learn the other national language.
  • You are an assertive communicator, even with colleagues from other countries.
  • Experience in an operational environment would be considered an asset.
  • Experience of the Elia electricity grid and/or network simulation tools (PowerFactory, etc.) would be considered and asset.
  • You work well both independently and as part of a team, and excel at finding creative solutions.
  • You have a good analytical mind, are flexible and have good organisational and planning skills.

In performing their duties, the employee has access to areas for which a prior security check will be carried out in accordance with the Screening law of December 11, 1998.
