Function
Within the Markets department, the Ancillary Services team is responsible for assessing changes in the market for balance and voltage stability services in order to respond, in particular, to the growing importance of renewable energies and the integration of the European energy market.
The Ancillary Services team is also in charge of the dimensioning of balancing reserves and the development of restoration services to re-energise the grid after a blackout.
As the Ancillary Services Product Manager for Balancing (“Product Owner”) you are responsible for developing the balancing services. Your role consists of designing the market mechanisms associated with these services – identifying the development needs, translating them into practical solutions (market and product design), and describing the functioning rules for the services – taking into account the legislative, operational, budgetary and tariff framework. You will be the reference person within the company for any questions relating to the design, contractualisation and evolution of the costs of these services. You represent national interests in various international cooperations and in ENTSO-E working groups. Finally, you contribute to the implementation of cross-border mechanisms as a reference person between local teams and international cooperation.
To this end,
- You identify, analyze and define changes in balancing mechanisms in the context of European market integration and/or changes specific to the needs of the Belgian market by ensuring close collaboration within Elia with the various departments concerned (National Control Centre, Customers, Legal, Regulatory Affairs, etc.).
- With the support of the teams concerned, you ensure monitoring of the implementation of these changes at contractual and operational levels.
- You are responsible for defining and developing the scope of your products, and you identify the desired value creation during the various changes to your products.
- You are the spokesperson for your products and responsible for defining their roadmap.
- You monitor and anticipate changes in the costs associated with the services concerned and, where possible, formulate proposals to reduce them (or limit their increase).
- You maintain a bird's eye view and advise your line management on the technical or strategic directions to be taken.
- You maintain regular contact with Elia's customers/suppliers (in consultation with their Key Account Manager) and with the competent regulator(s) to fully understand their needs and maximize the value of the services offered to them.
- You conduct the processes for public consultation and approval of contracts by the competent regulator(s).
Your profile
- You have a university degree preferably in a technical discipline.
- You have at least 3 years of experience of the energy sector. Knowledge of how electricity markets operate is a plus.
- You are thorough and able to conduct technical and/or economic analyses.
- You have excellent communication skills, both spoken and written. These enable you to clearly explain the proposals of Elia and third parties. You are able to negotiate and be persuasive, and are mindful of reaching a consensus between the different stakeholders.
- You have good project management experience. A good command of the Agile methodology is an asset.
- You are fluent in English (written and spoken), as well as Dutch or French.
- You are organized, responsible and able to work independently.
- You are willing to travel within Europe for short periods.
