Boucle du Hainaut - For a robust, reliable and forward-looking electricity network

In order to contribute to the European and Belgian energy transition drive, Elia is planning to extend its high-voltage grid in Hainaut through the Boucle du Hainaut project, consisting of the construction of a 380 kV overhead line between Courcelles and Avelgem substations. This project is currently at the authorisation phase with the review of sector plans in both Wallonia and Flanders. This project is essential to ensure the reliability of the grid by reinforcing the networking, integrating the new Belgian wind farms located in the ‘Princess Elisabeth Zone’ and strengthening the supply to Hainaut.

 

Boucle du Hainaut is a wide-ranging infrastructure programme, comprising numerous line, cable and substation projects. Regarding the line element:
 

    • A new 380 kV overhead line with a transmission capacity of 6 GW and a length of approximately 80 km.
    • Adaptations to a number of 150 kV and 70 kV lines to allow installation of the 380 kV link.
    • Four 380 kV transition substations from overhead line to underground cable, approximately 8 km of which will be laid.

Job Description
 

As Project Leader:
 

  • You will report to the Program Manager.
  • You will be part of the team that manages permit applications, design, purchasing and construction. Your responsibilities include:
     
  • Permit applications
    • Working with the Community Relations team to prepare and follow up applications for permits.
    • Acting as technical Single Point of Contact (SPOC) for external consultancies, particularly those responsible for environmental studies.
  • Design
    • Conceptual design with project engineers, experts and designers.
    • Following up engineering studies.
    • Reviewing studies and coordinating reviews by experts and designers.
  • Equipment management
    • Involvement in the procurement of key equipment.
    • Coordinating logistics for key equipment.
    • Acting as a technical SPOC for suppliers.
  • Execution and construction
    • Involvement in the awarding of construction contracts.
    • Involvement in the awarding of lots as part of a multi-contract approach.
    • Involvement in the compilation of contract specifications.
  • Project management
    • Drawing up and monitoring the budget.
    • Establishing and monitoring the project scope.
    • Drawing up and monitoring the schedule and scenario.
  • You will seek design possibilities that will benefit the project and the community.
  • You will be responsible for ensuring that the tasks assigned to you are carried out on schedule and in terms of quality and safety.
  • You will cooperate and coordinate with a multidisciplinary team of engineers, experts and designers.
  • You will be a Safety Leader, constantly on the lookout for technical and safety improvements, contributing proactively to the feedback process.
  • You will ensure regular reporting on the status and progress of the tasks assigned to you.
  • You will represent Elia in dealings with various stakeholders.
