Head of project support

Function

The Head of Project Support is responsible for project-management support services and resources. He/she manages three groups of employees: Operational Project Assistants (OPA), the secretariat and Document Controllers. The Head of Project Support is responsible for identifying, driving and implementing structural improvements in the provision of these services. The Head of Project Support is responsible for ensuring the efficient implementation of certain transversal project processes, which paves the way for the provision of optimal operational services to Elia's internal customers, suppliers and service providers.

 

The following services are provided in the context of Infrastructure projects for which the Project Leader (Investment Program department) is responsible:

  • Cost management and procurement
  • Providing technical, administrative, budgetary and financial support for projects in the appropriate system (SAP) throughout the project life cycle;
  • Monitoring and supporting projects at a budgetary, financial and accounting level (including the management of contract documents);
  • Making available all documents necessary for the creation of tenders, orders or calls for framework agreements;
  • Receiving invoices and sending payment agreements;
  • Following-up the planning of project milestones in SAP so that Project Leaders (PL) are able to organise and implement their projects as efficiently as possible.

 

Document management:

  • Finishing, distributing and archiving documents: correcting, structuring and organising texts and presentations based on the appropriate layout, document quality control, launching a validation flow in the document management system and distributing e-mails based on distribution lists, etc.;
  • In the context of Large Investment Programs, defining and implementing document management plans, setting up and configuring dedicated document management systems (Ex. Aconex), managing access rights and validation processes, guaranteeing the quality of all incoming and outgoing project documents and reporting, etc.

 

The secretariat also provides general support to the Infrastructure direction, not necessarily linked to Infrastructure projects:

  • Managing and keeping up-to-date the classification of all documents in the relevant document management system to ensure they are easy to find and consult;
  • Preparing and following up small orders for the direction (hotels, airline tickets and safety shoes, etc.), including their further handling (receipt of goods and invoicing, etc.);
  • Organising appointments, meetings, events and seminars;
  • Carrying out various administrative tasks and specific assignments to efficiently support the Infrastructure direction or the Department Manager (managing stocks of office supplies and managing lendable material, etc.).

 

The Head of Project Support mainly maintains relationships within the Infrastructure direction - with the Head of Program Management (IP Department), Program managers (IP Department), the Head of the Program Management Office (P²MO) and Program Management Officers (P²MO Department) - to identify the project-support needs of the programmes and projects. The Head of Project Support also maintains transversal contacts with Procurement, Controlling & Accounting to ensure the efficient implementation of both processes and tooling (maintenance and continuous improvement).

 

The Head of Project Support reports to the Head of P²MO.
 

Your Profile

Your profile as Head of Project Support:

 

  • You have a degree in Business Management or Economics or equivalent by experience.
  • Good knowledge of various programs (e.g. SAP, MS Office, eDoc and Aconex) 
  • Good knowledge of Dutch, French and English 
  • Leadership skills
